This is a dual-time watch.  You can keep track of time in two different zones with the two independently adjustable sub-dials, a very useful feature for those who travel a lot or have family / coworkers in other time zones.

These perforated sub-dials, combined with the opposing crowns, add to the feel of an elaborate piece of machinery.

There is also a third sub-dial for the seconds hand.

There is no date window, which in some ways is a good thing: unless a watch has a perpetual calendar, you’d end up adjusting the date quite a bit.
